INSS and telemedicine: new rules for medical expertise and benefits management

What changes for clinics and health professionals with Law 15.265/2025

We end our series on Law 15.265/2025 with the social security changes and complementary provisions, which have already taken effect since publication on 21/11/2025. These changes are part of a context of digitalization initiated by previous regulations, but they increase requirements and controls.

Medical expertise via telemedicine and document analysis

Among the main innovations is the possibility of carrying out medical examinations by telemedicine or document analysis to grant sickness benefits, limited to 30 days. Benefits lasting longer will require in-person or telemedicine expertise, which modernizes processes and reduces administrative costs, but also increases the risk of fraud and requires investments in technology.

Direct impacts for clinics and health professionals

These changes directly impact clinics and doctors, requiring adaptation to new protocols and data integration. To illustrate, a clinic that manages employee absences will need to review its internal processes to ensure compliance with the new requirements, avoiding disallowances and sanctions.
